Open Records Requests will be processed by the Records Department in accordance with Open Records Law, in coordination with the Douglas County Fire/EMS Department. All responses will be provided by the County Records Department in compliance with O.C.G.A. requirements and privacy protections under applicable laws, including HIPAA. Medical billing requests for responses by Douglas County Fire/EMS are processed by AMB billing. You can reach them via phone at 844-889-7701, or via email at questions@amb-ems.com. They will advise you regarding the process and any costs associated with obtaining the records you need through Chart Swap.

Georgia Open Records Act

The Georgia Open Records Act and related subtitles of Georgia law authorize a personal inspection of public records at a reasonable time and place by any citizen regardless of their state of residence, unless prohibited by a court order or otherwise exempted by law; however, no public official or personnel is required to prepare reports, summaries, or compilations not in existence at the time of an Open Records Request.

Patient Care Reports

A "patient care report" (PCR) for an ambulance service is a detailed electronic document that records all medical information about a patient during an ambulance transport.

To request personal patient care reports, please submit them through the Open Records Request form. In question 6 of the form, type 'Medical Records Only' in the answer box. The Douglas County Fire/EMS Department will process the request and will contact the requester to obtain the necessary identification documents to ensure compliance with HIPAA regulations.

Georgia Open Records Act Compliance with Opens Records Law and Privacy Protections

The County Records Department is responsible for ensuring that all record requests are processed in accordance with:

  • Georgia Open Records Act (O.C.G.A. § 50-18-70 et seq.)

  • HIPAA and other relevant privacy laws

Requests for medical records will be reviewed carefully to ensure compliance with HIPAA, and any personal health information (PHI) will be protected in accordance with applicable privacy laws.
